Yes... Greater power per weight always helps, because anything that’s not part of generating power or cushioning the body from shock is just a thing to drag around. Going up and down hills makes the point quite well. Now, explosive power is not required, but it’s relative — the steeper the incline, the more it matters. I’d think that for endurance running, one should have the lightest upper body consistent with general health and the strongest core and legs you can get without stress injury.
